What We Do
The Atlantic Home Building and
Renovation Sector Council
was established in Halifax in
1991 as a regional industrial
training committee and became an
industry sector council in
2000.
The Sector Council is a
federally registered non-profit
corporation and a key strategic
partner for builders, renovators
and trades workers employed in
the home construction and
renovation industry in Atlantic
Canada.
The primary funding source for
the Sector Council is the Labour
Market Partnership Program (LMPP)
funded by the Government of
Canada and administered by each
of the provincial governments in
Atlantic Canada. Eligibility
for funding under the LMPP
requires that the AHBRSC also
receive funding from corporate
sponsorships and contributions
from industry associations.
The AHBRSC is the homebuilding
and renovation industry’s forum
for partnerships, research,
planning and programming to meet
the current and future labour
market needs of the industry in
each of the Atlantic Provinces.
For workers, this means access
to career planning resources and
educational resources, including
industry training, community
college programs, work site
training and apprenticeship
systems.
For builders, this means an
adequate supply of skilled
workers, balanced labour markets
and labour costs, increased
productivity and the resources
and tools with which to manage
their human resources.
For the industry and its
workforce, this means a forum
for labour market research and a
focal point for strategic labour
market planning, and program and
policy development.
For government and public sector
institutions, this means a
strategic link to industry and
workers, and a community partner
with whom research is shared,
policy and programming can be
developed, and through which
resources can be allocated.
SECTOR COUNCIL ROLE
The mission of the AHBRSC is to
ensure that there is an adequate
supply of fully trained and
highly skilled trades workers to
meet the needs of the home
building and renovation industry
in Atlantic Canada. The Sector
Council fulfills this mission by
focusing its efforts in the
following areas:
-
Researching
and understanding our industry,
our communities and our economy
in order that we can project the
demand for new home construction
and renovation and strategically prepare for
the human resources needed by
our industry
-
Ensuring
that appropriate, adequate and
up-to-date education and
training programs are
developed and delivered by the
provincial apprenticeship
systems, the provincial
community colleges, industry
training partners and individual
builders
-
Developing
and implementing recruitment
and retention strategies to
attract and retain new entrants
to the construction trades and
the apprenticeship systems in
order to meet the future labour
needs of the home building and
renovation industry and,
-
Representing
the interests of the home
building and renovation industry
and workforce in negotiations
with provincial governments as
each province moves toward the
development and implementation
of systems for mandatory licensing and certification
for home builders, renovators
and specialized trades workers.
